Angry 93 civic failing emissions for High NO ppm

SO everytime I take my car to get emissions done it always fails for NO ppm reading 2801. When get the printed sheet they always tell me its my Egr valve... I have a 93 civic ex coupe 1.6 vtec and it does not have an egr valve..Today I replaced the fuel filter, catalytic converter. I also cleaned out the IAC valve, I drove it 50 miles to get it hot before the test, and it still failed for the same thing,, The only thing I can think of to do is to retard the timing to get it to pass, i'm seriously stumped any advice?

California model had an EGR system. Other 49 states model did not.

Possible your cat converter is worn out. Are the HC and CO close to the limit also?

If you have really low HC and CO but high NOx that would suggest it is running lean.
