Default Civic failed smog test - high emissions

car is 1998 1.5ils civic. it has power filter, 2' de-cat piping all the way, flex fuel/re85 conversion kit. I ran the smog test with re85 ethanol:
Idle
CO 5,74 / 0,5 %
HC 1978 / 100 ppm
CO2 7,00 %
O2 5,02 / 5,00 %

High rpm
Co 0,34 / 0,3 %
HC 970 / 100 ppm
o2 sensor 1,05 / 0,97-1,03
Co 13,20 %
o2 2,21 / 5 %

So the figures were really high. It passed the last test a year ago with flying colours with same setup.

I changed the o2 sensor and added cat and went to test it at local repair shop. This time i used regular gasoline. It was a little better but HC (400-600ppm) and Co (10-14%) were still pretty high. Repair man said that it was running rich. I´ve also been noticing that its lacking some power. I ordered new spark plugs. Any ideas? i´m running out of time to re inspect it. thanks!

Check the fuel pressure and timing. It does have a real cat, not one that is hollow, right? What are the NOx numbers or do they not test that where you are?

Ok, thanks. Do you mean ignition timing?or valve timing? Well the cat is not the best one u can buy, it is hollow with grills inside so u can barely see through. But last year it passed with broken cat and close to zero readings because of ethanol. Here in finland we dont test nox in car inspection.

This is so high, your cat is probably dead. You're definitely runnin rich. You need to figure out why before you replace the cat or you could just ruin another one.
