Check for a short in the taillight and parking light bulb receptacles.

Yes, the brake lights would still work. It's the same bulb but the bulb has two separate filaments for the taillight or brake light.

Remove the bulb and look for any obvious damage, burning, or corrosion in the socket where the bulb inserts. Also inspect the bulbs and the wires at the rear of the socket.

I checked the taillights and on the passenger side the brake light socket looks like it over heated and melted from the top, also the light bulb is damaged, you think that might be the problem? i tried putting the bulb back in the socket and it wont go in cuz of the melted plastic around the socket

You likely found the problem. You'll need to replace the socket.

I installed the bulb back in the socket applied the brakes and the bulb does light up even though it's damaged
can the socket be found at any auto parts store?

The part of the socket that powers the brake light is fine. The part that powers the taillight likely has the short. You can try some auto parts stores, but if they don't have it, go to some local junkyards. The last resort would be the Honda dealer.

I found a complete taillight harness from a wrecked civic so I swaped mine out, I installed new bulbs and a new 10a fuse, turned on my headlights and the fuse burned again, I dont know what to try next
