hi, my sister has a 93 civic that wont start fuel pump will not work unless you keep turning it on and off then it will start after a while any ideas on what's going on?

 

Main relay.

 

replaced main relay with 1 out of my 95 and still doese the samething..we jumped the fuel pump by unpluging main relay and the fuel pump steady ran wouldn't shut off.. going to check fuses. ne one know what hums on the driver side at the file wall ??????? only doese it when jiggle the wireing around the motor
