Default 94 civic ex speedometer issue... possible bad wire or connection?

Having a lot of trouble finding the info to help me with this. Speedo works only when it feels like, jumps around but most of the time stays idle. Odometer does not work either. I judge speed using rp gauge. Changed vss, soldered speedo cluster connections, swapped clusters out 3 times, nothing works. I read somewhere about a ground being loose or a wire connection issue causing intermittent periods of it working, but I have been unable to find where someone can point me which wires could be faulty so they can be checked. Or if any other suggestions are out there. please help!

Check for damage or corrosion of the VSS plug.
