96 Civic EX won't start

96 Civic EX won't start
I just did a little tune up work, and now the car won't start. The car cranks over and comes very close to starting but just won't come to life. Here is what I'e replaced:
Spark plugs and wires, cap and rotor, air and fuel filter, PVC valve, main relay, pre-cat oxygen sensor.
I've checked and it's getting spark, I can hear the fuel pump turn on and from what I can tell it's getting fuel to the cylinders (deffinetly to the filter). I pulled the plugs and they smell like gas and have residue on the from firing. The #4 plug looked like it was fouling out already, cleaned it and re-gaped, looks fine now. What am I missing?

UPDATE: I was able to get the car running this morning by spraying some fuel into the intake. It took a while but finally started up. It has no idle bellow 2,000 rpm, if you let off of the accelerator it stalls out. The only way to restart it is spray fuel into the intake. I ran an OBD II scan and no codes come up. Is it the fuel pump, injectors, bad rail?

What did you do for your tune up? Did you reconnect the spark plug wires or the fuel injector wires in the wrong order? Do you hear the fuel pump prime for 2 seconds when the key is turned to ON(II)? Do you have bright spark at all of the plugs?
