'96 Civic rear passanger wheel will not move

Default '96 Civic rear passanger wheel will not move

My car has been sitting for three months uncovered in rain and snow. I had to jump it but now the rear passenger wheel will not move and i dont know what to do and have no money so if someone could please give me some tips that would be great.

Did you have your e-brake up the whole time?
If so then you froze your e-brake cable

You might be able to reach the cable underneath, grab with visegrips & pull it. That is... if the problem is a seized cable.
