96ex problems

ok im havin problems gettin my civic to start. when i turn the ignition, the motor turns, but wont crank. timing belt is not broken, dizzy is fairly new and looks to be in good condition. i believe i couldve jumped timing. i had timing issues when the car was runnin, but never got around to settin back to idle timing (16* tdc). so could "jump timing" be the issue with it not startin? if it did jump timing, how would i go about gettin it fixed? plz let me know sumthin. ill keep u updated info and answer all ur questions. thanks in advance. this has been a great site

plz someone help out. i mean if timing is the issue, im gonna let a professional that understands it work on it. i mean, has anyone jumped timing? how much did it cost to get it fixed? basically im lookin for an estimate on the cost. once again, any answer is much appreciated
