97 Civic EX wont crank after maintenance.

Default 97 Civic EX wont crank after maintenance.

We changed the timing belt and water pump, went to start car, will not crank.

So far have checked battery, its fine, starter, its fine, main relay, its fine. When key is put in on position though you never hear the relay click to engage the fuel pump.

Also hooked up a scan tool, it says cannot recognize the car. Its acting as if maybe a security system kicked in or something. I purchased the car used and was not aware of any alarms. We did however find what looked to be an alarm brain under the dash. No valet switch installed. Have tried removing entire alarm system only to get exact same issue.

Any tips would be greatly appreciated. Did 97 EX model come with some sort of immobilizer or something?

Just to add..Its manual, clutch switch is working fine and the car will not start with a push either. Its like something cut off all spark and fuel. Which is what led me to a possible security system. Car started first time everytime before starting the job.

If you're saying the starter won't turn, no click from the relay, no lights on the dash, no response to the scan tool-- really sounds like no power from the battery. See if the headlights still work -- they would not depend on any security system. Make sure the battery connections are secure. Measure for voltage at the battery and then check for voltage drop across each power and ground connection.

Ok no, i do have lights on dash, almost 13V at battery and at starter. Tested the starter out of the car and it was fine. When I turn the key, it just basically does nothing. It doesnt even put a draw on the battery.
