Some basic checks: check that CEL cycles on and off and the oil and battery lights come on and stay on when you turn the key on and don't crank. Check that the BRAKE warning light stays on while you try to start with the brake handle pulled up. Check that the camshaft rotates when cranking (remove the oil cap and watch for the rocker arms to go up and down). Scan the ECU for codes. Check that power is reaching the distributor on the black and yellow wire.

If check engine does not come on at all (assuming bulb has not been removed), that means the ECU is not powering up. Check the ground wires on the thermostat housing. Pull a schematic of the car (I don't have the '97 handy) and check that power is reaching all the power wires on the ECU.
