Default 1996 Civic EX have spark, fuel, but won't start...HELP!!

1996 Honda Civic EX, I was having trouble smog testing the car because of the "Check Engine Light." Two codes showed up when I scan it with the OBDII auto scanner, Cylinder 2 and 4 Misfire. So, I went all out, I was tire of messing with this car. Got new Spark Plugs w/ correct gap, Wires, Cap, Rotor, Coil, and ICM. Yeah, that put a big hurt in my wallet. After all the parts is install, the car is not starting anymore. Before it would start, now it sounds like it wants to turn but won't. I check for sparks, and there are sparks coming from all 4. To my understanding, if Timing is Off, there would be no spark. Could it be the Timing? Could it be a Fuel issue, although I never touch anything having to deal with the fuel? Please help give me some suggestions....Thanks

Would almost bet that your plug wires are not on properly from cap to plug. Plug 1 wire to plug 3 or some other mismatch. Not talking about whether they are properly seated , just routed to the correct plug from the cap.

Check that first before you spend any more $$$

Just to double check...anybody have diagram of Distrburator Cap? What order the wires are plug from cap to engine. Right now, looking at it from the front, I have the wires plug 4, 2, 3, 1...4 left top, 2 right top, 3 left bottom, 1 right bottom. Again...am I wrong, or if my timing is off, there should not be any sparks? Plus I just had my timing done. Before the whole issue of the car not starting, i fail smog and it detected that my timing was off, so I got it timed.

Alright...now things are moving, the wiring was wrong...i re-plug the wires in the correct place from the cap to the engine. It sounds a lot better...but it still won't start. I have sparks, and i can hear the fuel pump when key is in the On-position. I charge the battery and try agian...still the same. The only time the car was going to start was when i step on the gas pedal half ways...and it felt like it was going to start, but it didn't. Any suggestions...Thanks

it fires 1-3-4-2
so your distributor should look like this

it goes clock wise from the point where 1 is
