Default Get's spark but won't start

Hi,

I've got a stock '99 Civic EX that doesn't want to start. It cranks over and makes the ever so slightest try to start, but doesn't make it. I replaced the plug, cap & rotor, but that did nothing.. It gets a spark, but it seems kind of weak. When I'm cranking it over, the tack doesn't move....so I'm kind of thinkingthe problemelectrical/ignition. Could this be the coil and/or igniter?

Also, I loosed the fule line from the filter and fuel spayed out. The pressure seemed a bit high...but it is there.

Please Help.....and advvice is appreciated......Thanks

got to get a definite answer as for as spark.
do the test on all 4 cylinders.
if you got spark, then i would say that the timing belt slipped
