Default no spark and won't start

Hey guys my friend has a 91 civic with the D15B1 in it, all stock. He said it ran after they were working on it, but said the cover of some electrical part inside the distributor didn't get back in. So he was wondering if that cover inside the distributor cap being gone could have caused some electrical issues? I am not familiar with what he was describing. Could that have fried the ecu? He said they put in a different distributor and it still didn't work.

Yes, leaving that cover out would let sparks jump to the low-voltage stuff in the other half of the distributor, potentially frying the sensors, ECU or ICM.
