Default 98 Civic Ex - Loss of power, engine sputtering

Put oil in my car last night, been a while since my last oil change and cause of the vivid stuff, been having trouble finding oil, so I ended up putting 2 quarts in. This morning on my way to work, it wouldnt go past 65mph (3.5krpm) on the highway, engine was kinda sputtering, like it was bogged down almost hesitating. When i got back on surface roads closer to work. It would be fine from a full stop, to about 25ish-30 mph and up then it would start acting up again.

kind of early into the winter I had to check engine light come on and it said that I needed a new knock and O2 sensor. The check engine light went out after a little while with no other issues. It just came back on recently with the same code. We've had some super heavy rain this week and I had you drive in a decently sized cool water to get to work, so I think between possibly getting water in my exhaust and the O2 sensor, the my OT sensor is just completely ****ed now.

Does my reasoning sound good or am I over looking something maybe? My dad suggests a tune up, spark plugs, wires, etc. I don't know if thatll fix it tho.

My Cvic is close to 250K miles if that helps any.

Try reseating the O2 sensor connector. You might have corrosion on the contacts. Bogged down could also mean a clogged cat if you're burning oil that's a distinct possibility.
