Default 98 civic HID install trouble

So I bought a kit of ebay.
It includes:
2 xenon bulbs
2 ballasts
wiring
instructions
zip ties

So I just attempted to install them. I noticed that in the instructions it says something about a relay, but my kit did not include them. I also read a little on the web and saw that not all kits use a relay. So I don't think mine needs it.

Anyways, so I connected everything properly but when it got to attaching the male end to the female bulb I had to test the currents to find where the positive slot is. Did that. Now comes my issue. My old bulb has 3 prongs but this kit only comes with two. Could that be why it isn't lighting up when I connect?

Thanks. I called a friend over and he explained the exact same thing to me. HAHA

I ended up troubleshooting everything and found there was a bad wiring. Thanks for the help.
