98 Coupe Tach problem. 12,000 RPM?

I'm getting ready to sell my civic so I'm slowly working out the bugs and I'm starting on my tach. The needle will swing wildly as I'm driving but most of the time the needle will stay pegged. The car runs fine just the needle acts dumb. Does anyone have somewhere to start to figure out how to fix it?

If you connect a scan tool, do you read normal rpm? I suspect the tach itself is bad.
