i recently started having this problem with the window wipers on my girlfriends civic. the problem is they work going fast and on slow but when on INT they dont stop all the way on the bottom or sometimes dont stop at all. also when you go to turn them off they sometimes turn off or sometimes keep going. i think it might be the relay but dont know where its located or what i need to do to make sure pls help lol im new to the forum thing....thanks

Try cleaning the switch. That may be the problem. If it works fine on fast and on slow, the switch might not be sending a good signal to the wiper motor. Here's a basic DIY on how to clean the headlight combo switch and the wiper switch. Same basic principles apply to both. Worst case, you break it. Hit up a junk yard and snag a salvage one to replace it.

you gotta probe the wires on the motor and see when it has power. if cleaning the switch didnt help and the motor is still getting power then id say the switch or wires are sticking giving the motor power.
if it was just the motor not returning to the off position. but since you say it keeps coming on and off id say its the switch has gone bad and shorting out inside.

not always.... sometimes whats shorting out is just across connection points or relays shorting out keeping them powered on.
