Default 98 ex idling problems plus more

Just bought a 98 ex. When its idling it likes to bounce between 1000 and 1500 rpm. Is this normal? Once in a while it will drop to 900 and sound like its gunna stall. Anyone know whats wrong or if thats even normal? I also have wiring problems with my power window and wipers. Anyone know how much this will cost? Thanks.

any cel lights? could be a few things...IAC Valve, air trapped in cooling system or maybe an ignitor problem. I would first clean iac valve and then bleed cooling system. My car did the same thing and it was a vaccum leak...

the only light that is on is the srs light which is because my high flow cat keeps burning out the o2 sensor thats above it. On the vaccum leak, it sounds like it could be that. As im speeding up it sometimes makes this whistling noise. Not all the time though. Cooling system shouldnt need to be bled, I just did a swap about a month ago so the coolant is fairly new.

Engine COLD, take off the radiator cap and confirm that the radiator is completely full. Don't just check in the plastic tank.

O2 sensors and other engine controls have nothing to do with the SRS light.
