Default 98 Honda civic with a B-16 motor

I have a Honda civic with a B-16 motor in it and it wont start but if you spray starter fluid it will start but run crappy for a minute and then die! I have replaced the fuel pump, fuel relay ,fuel sending unit, the fuelfilter and the fuses. I cant figure what else to do!

Let's start from the basics. Now, this may come off as insulting, but it's not. Are you sure you have a B16? Can you post a pic to confirm? Is it an Si trim? Trying to confirm if it is indeed a B16 - how did it get there. If it's a swap - we need to figure out if it ran right before. When you turn the key to "ON" position, but without cranking the starter do you hear a humming noise from the back? If you do - your fuel pump is priming and is probably ok, if you do not - let's troubleshoot that. If it is priming, does it crank with the starter? If it does - does it sound like it tries to run or dose it just spin with no signs of ignition? Can you pull the spark plugs and see if they are wet with fuel? If they are not, but the engine cranks and the pump hums you might have either a bad crank position sensor, cam position sensor, or some issue with the ECU. If the plugs are wet - check if you're actually getting spark.
