Default 99 Civic EX Tuneup Questions

I am going to tune up my mothers 99 EX with the VTEC engine and have a few questions. First, can timing be adjusted on these engines or is it computer controlled? What plugs are recommended on this engine for best overall performance (fuel economy and smoothness are preferred over power and acceleration in this situation)? What is the torque spec for the plugs? What wires would be a good choice? Does the fuel filter need any special tools to release any clips like on the American cars that I am used to working on? Other than the above mentioned items I am going to buy a PCV valve, air filer, cap and rotor. Am I missing anything? Does this engine use a breather filter? Anything I should or shouldn't do to this car? Any and all responses will be appreciated.

Have I seen this post before?

Jumping the service connector allows you to set the base ignition timing.

NGK plugs ONLY.

14-lb-ft.

Honda plug wires.

Fuel filter - Two open end wrenches used in a scissor like action.

The air filter is the breather filter.

while you are down by the pcv valve, you might wanna clean your IACV with some carb cleaner, I've seen that give a lot of people problems when it gets dirty.

Also, might want to do a valve lash adjustment if you engine ticks loudly on cold start or is lacking power.

Also, If I'm not mistaken, when you buy new plug wires if aftermarket, they need to be especially for vtec, not the same as d16y7.

If you are really bored, you can sand off the corrosion on the battery terminals and all your ground wires and put a dab of dielectric gel on them.
