Default 99 CIVIC EX won't cycle

I recently bought a 99 civic ex and have driven it for over a 1000 miles before getting it inspected. Today I took it to get inspected and Cat Converter, Evap. system, and oxy. sensor came up not ready. What could be making it take so long. I've put about a thousand miles on it in 3 weeks before the inspection... Any ideas???
