99 Civic - fails to start

I'm posting on my brother's behalf.
He has a '99 Civic EX sedan w/ 90k.
Plugs & cap and fuel filter replaced about 20k ago.
It was running fine yesterday.
This morning he said it sputtered to life a split second when starting - now the motor just turns over, but will not start.
Seems to turn over fine - plenty of battery.
Obvioulsy appears to be either an ignition or fuel problem.
I'm thinking fuel since he mentioned it sputtered to life for a split second and now the motor just spins when trying to start.
Fuel pump went south for the winter???
Updated paragraph: Pump definately sounds like it is coming on when my bro sticks his head under the tank. Fuse is good. When spark plug is pulled and then starter initiated, it takes around 2 seconds or more before a spark is generated. This seems slow to me. Any thoughts?
We're in DFW, TX and just had the cold front blow in the other day w/ heavy rain and 90+ humidity.
This car is kept in the gargage though.
I'm an old gear head that's used to 'points & condensors' (anybody remember those?) and drive a diesel now (kinda nice not to have the ignition component)
Any thoughts on trouble shooting?
How best to check if it's the fuel vs. ignition?

Dude go to my problem under "General Civic Talk" "Help my car wont start" by Gpacheco101. I had the exact same symptoms as you say and they gave me great advise. Check fuel filter, remove filter turn on car if its spurting then its not the fuel pump, Next blow through the filter see if its clear?
Did you get the timing belt done? I think my problem is with the timing belt and i now need to check for compression. Good luck .
