99 Civic LX Long time to start when low on gas

Default 99 Civic LX Long time to start when low on gas

I've had this problem ever since I got the car back in 1999. It's not that big of a deal or anything, but whenever I'm low on gas - like 1/8th of a tank or less, the car takes a long time to start. Like it keeps turning over and over and then eventually will start.
While it was under warantee, I took it in and Honda said that if it's less than thirty seconds, it's "normal" and there's nothing wrong with it. 30 seconds seems like an extremely long time to get the car started. It would take maybe 10 or 15 seconds or so. The place that changed my oil back in the day said that it's a bad fuel pump and it needs to be replaced.

It hasn't gotten better or worse in 250,000 miles or anything so I guess it's okay, I just don't want to be in a situation where the car really won't start.
Is this pretty normal?

Normal from what I have experienced. Haven't had to deal with it in a while since I have had an upgraded fuel pump installed for a few years now.
