Default 99 honda civic stumbling problem and mileage

99 Honda civic ex 5 speed. I have had a new rebuilt head , high flow cat, new spark plugs ngk, new distributor, cap, rotor wires, new injectors and fuel filter.

The car used to get 36 when I first got it. He owners said I used to get 40 mpg its also running the car at 80 or above and was getting that mileage but now only about 30.

Its like if the vtec module kicks in it only stays on for a second then it feels like there's no power. It feels like it goes to a gov mode.

If anyone has any input I would sure appreciate it.

well with the single cams, vtec isn't super noticeable in the first place. from your description, it's hard to just guess at what the problem is...

do you throw any CELs? Does it still rev all the way to 7200 or whatever stock redline is? did this just happen out of the blue one day?

you can really hear vtec with a short ram intake or a cold air intake. i'm sure mk378 will chime in w/ more info than anyone can imagine. :P
