What you see with wheel(s) off should be the drum(s). The drum should come off with pulling motion. I don't think there are, but make sure, there are no retaining screws on your drums. Light tap with hammer may do the trick. If it is hard to remove, there shall be threaded holes on the drum. Find extra bolts with correct threads and screw them in little by little with even turns. You should see the drum moves as you turn them bolts in.

Hope this will help.

Possibly the parking brake cable is stuck. Inside the car, take off the trim around the brake lever so you can see the ends of the cables. There is one on each side of the car. They should go in and out the same as you pull the lever up and down. If the one on the left doesn't move, it is probably rusted up and needs to be replaced. If you can't get it to move at all, and you can't force the drum off using bolts, cutting the cable near the wheel should release the brake so that you can get the drum off and put a new cable on.
