Default Brake problem civic 98 aerodeck

The brakes on my civic are uneven. The right side is good but left poor. Any ideas anynone? I find it strange that it's the whole left side. If it was one of the brakes maybe there would bad brake pads.

The only common element that I could think of is the brake proportioning valve. If it has a leak or bad seals, that might cause problems on just one side. That's just a guess though.
