Bumper Support in the way of Fog lights?

Bumper Support in the way of Fog lights?
I got my fog lights all hooked up and in the correct place, but when I try and put the bumper cover back on, the back of the lights hit the bumper support. I have tried so many ways. Are they suppost to fit under it? or right in front of it?
