Default Can't close side vent

Hi, I own a Honda Civic 2003 and I wanted to place a PDA holder on the air vent at the left of the steering wheel. There's a dial underneath the vent to close it but the dial don't go all the way to the the "closed" position, it stops at the middle so there is still heat coming from the vent. I would like to close it completely to prevent the heat from affecting the device. Unfortunately it seems that it's not possible to close the vent entirely but only half of it. Wondering if that's normal... Thank you.

A PDA is a pocket pc, similar to a palm. I want to use the PDA as a GPS device and the PDA holder is just the thing that holds the PDA. You need to attach it to the air vent.

Heuhm.... what I want to know here is if it's normal that you can't close the vent completely using the dial.
