Will not communicate with scan tool

Is it an 04 Civic? Has the alternator or its belt now been fixed/replaced and is the alternator now charging to full capacity? Is the battery fully charged? Are the battery terminals and connectors clean and tight?

When you turn the key to ON(II), does the CEL turn ON and then eventually turn OFF? Is fuse 6 or 9 under the hood blown?
