Default Civic no start

1996 civic cranks but will not turn. Replaced distributor, we have spark and fuel but still won't start, is it possible that it is the crankshaft positioning sensor?

The distributor controls all the timing. The sensor on the crank isn't essential to run. You should check that the timing belt is in time.
