Unhappy clacking metal sound

wenever i'm in the process of making a complete lock of my steering wheel and i'm about to move off, i get this annoying clacking of metals. A mechanic looked at my cv joint and my stabilizer bar and said that they looked ok........so i'm not sure exactly what the problem is now....please provide some much needed assistance.

1) CV joints can be bad without the boots showing damage. Put the front end on stands, turn the wheels lock to lock, and try to determine whether the noise is coming from the axle. If so, replace.

2) Have you ruled out a possible problem with the power steering (PS) rack? Is the PS fluid low or is the PS belt slipping?
