Default crank shaft pulling question?

so got a 89 honda civic lx with a 1.5 pgm fi engine that the water pump locked up in causing the timing belt to break I tried to take the crank shaft pully off by taking a impact to it to loosen the bolt but it dind't budge in either direction with that said, my question is could that be a sign the the block is warped?

You need a larger impact, whether the engine is seized or not the bolt WILL come out if you turn it counterclockwise with enough torque. It's a right hand thread like conventional bolts.
