D16Y8 ck engine converter code

so my converter is shot in my 2000 civic ex, no problem just an excuse to run a cat back with a test pipe, question is, if i run the test pipe will i be able to keep the check engine off? and ever since it came on the gas mileage blows, any thoughts?
