Inside the car? No. As long as they're not shining outside the car such as if you had a light mounted on the dash pointing out the window.

I mean for the DIY dash light mod for the cluster lights and stuff. for example if i wanted to do mine in orange with orange led lights would that be illegal or no?

Every state and city has its own local ordinances for vehicle laws and requirements. Check with your local authorities to determine if this modification is illegal or not for your area.

Most likely the answer will be no, like TrustDestruction said unless you have lights visible from the outside of the vehicle.

ya as long as its a interior light and not shining outside. its perfectly fine. but if you have some lights up high above the window line then they can get you introuble but not if below the window line.

but if they are to bright they could hinder you from seeing out so well at night.
