Diagnostic Plug not connecting to ECU

I got a 00 EK. I took it to get it smoged and the computer could not connect to the my ECU. We tried two other scanners and same thing; "cannot connect".
I cant get the my tags if I cant smog it.
Any ideas and where to start checking to fix the problem???
