Default Do I need my engine tuned?

have a 93 ex the owner before me dropped in a B16A2 along with a skunk air intake and gsr cams. He had just gotten done putting that stuff in when I bought it, I put in an apexi ws2 exhaust. When I was buying it he said you should probly take in into a shop and have them tune it. I don't really want to fork over the money if I don't need to but it does kind of make sense that it might need to be tuned after these mods. What do you guys think. I can't really judge by how its running because i never had a civic before, and it is freezin cold where i live right now so it is a little hard to tell.

By the way it is idling really high like when I start it it will be at 3000 then it will drop to 2000 after a couple minutes and after like ten minutes it will drop down to 1000 or less. Does any one know what could cause this maybe a bad sensor or something. Please respond I would really appreciate the help.

its cold where u are so if it runs a 3g rpm for a minute or so its normal than finishes warming up at 2g rpm
but after its warmd it should stick a lil higher then 1 or 1 1/2
u can try to adjust the idle alittle after the cars warmd or u might have to do the timing but evrything else sounds normal so a tune really isnt necessary inless theres a problem your leaving out lol
