Default Doing timing belt on 1998 EX Civic. How do you set tensioner tension?

First time doing the timing belt on a 1998 Honda Civic EX. OEM parts from Honda (timing belt, water pump, and tensioner) on the way. Just purchased a pulley holding tool as I'm not sure my impact will be strong enough. The main question I have is.. How do you set the proper tension on the tensioner? Can someone explain the proper procedure? The Chilton doesn't go into much detail on this. Btw. Does the new tensioner come with a new spring? If not can I just reuse the old one?
