Door lock problem

Door lock problem
I have problem with central door lock on Civic 1999
Locking drivers door locks all the doors but it doesn't open any accept the drivers door itself.
I disconnected actuator inside the driver door and manually shortened with the wire the contacts as a result it still locks all doors but doesn't open any. so my assumption is that it's not the actuator problem. Am i wrong?
Any suggestions where to look for a solution?
