dropped engine in and cant get it to crank over
i have a 92 eg hatch pulled out a gsr out of it dropped a valve
got my lsvtec in it went to crank it over and im not getting notting when i turn the key over so checked fuses and notice the the whole engine had a positive charge on it when i checked it. so my question is has anyone had this problem could it be my ecu its the same one i had on for the gsr or what could it be, i also cant hear the fuel pump turn on when i turn the key, i have power in the dash, and i disconnected the starter and the alternator n the engine still has the charge

That "charge" means that the engine is not grounded to the battery. Check the main ground wire from the transmission to the battery minus (it also tees off to ground the frame).
Also it's very common to forget to secure the little ground wires on the thermostat housing, that will prevent starting though the engine will crank.
