E-Brake Not Working
One of the cables may be stuck. The next step though should be to pull the wheels and inspect the rear brakes. You may need new brake shoes or the self-adjusters aren't working. Then you can also see if the cables move at the brakes when you pull the handle.
dito.... quick test is to pull the console cover and pull the brake and see if both of the cables move ruffly the same! if one moves more than the other then most likely the cable snapped... just confirm it by pulling the wheels off and pull the drums off and have someone pull the brake handle to make sure the cable doesnt move.... then just pull the cable and replace it. it probably got dry internaly and just snapped or binded one time when you pulled it... it happens. cheap enough to replace. and then be sure to readjust the cables with your new one in. you dont want the ebrake to be draging the brakes and wear out your rear pads really fast and posibly warp the drums.
