Whenever a light doesn't light up, always check / replace the bulb first. Depending on the model year you may have a group of 4 fuses under the dash, one for each beam (left low, right low, etc.)

Its a 94 civic ex, changed the bulbs, still doesn't work. No cover on the fuse box for labeling. Know which ones to check??

The switch feeds power to the fuses. With the switch on low, probe the test points of the fuses with a test light or voltmeter, with the (-) probe grounded. You should have battery voltage to ground on both test points of each low beam fuse. Similarly on high it feeds the two high beam fuses.
