Default Right Headlight Really Dim

Hello guys Im new to this site
I own a 2005 Honda Civic Lx Sedan-automatic
Recently came a cross a real annoying issue and electrical problem.
I didn't know much about how electrical cabling worked
so I hooked up my fog-lights to one of the headlights worked great for months
recently I wanted to add HID's but noticed that my l
right headlight(the one hooked up to the fogs was really really dim) I unplugged the fogs and the problem persisted I did a check on the ground wire and it's fine it seems to be the red wire(+) that is not getting enough volts through.I did a bypass the bulb and the ground wire are fine.

make sure socket connection is good. do you have a volt meter ?? you can also try swapping the bulbs to see if its the bulb itself. also check relays.
