Electrical problem, HELP

Default Electrical problem, HELP

Just bought an 01 civic EX, 121,000 miles.. Did well for first 6 months This morning would not start. I have horn and lights. I turn key and nothing. When i turn off key the tach and speedo jump around and buzz for a few seconds. Battery tight no sign of a problem on visual inspection. Any thoughts??

have you tested the starter?
have you checked your fuses?
double check you battery connections and grounds.

Turn the headlights on, then turn the key and try to start. If the lights go very dim or out, the battery is run down or fautly, the connections are bad, or more rarely the starter is jammed or the engine is seized. If the lights stay on, the starter is either not getting any power from the key switch (for example clutch interlock) or the starter is bad.
