Default engine light

i have a 97 civic lx. 1.6 5 speed. my problem is that the check engine light stays on for about 10 seconds and then it goes off. During those first 10 seconds i can't start my car untill abuzzing sound kicks in on the passenger side. Then i can start my car with no problem. I replaced the spark plugs and put on a new fuel filter. And the problem is still there. Can anyone tell me what the problem could be. Thanks

Yeah its just the ECU running a test and checking all the sensors etc. Mine lasts about 3 secs. I dont know about the not being able to start until it finishes because as soon as I turn on to ACC i can start whether the buzzing stops or not. People usually wait until all dash lights go off except the oil pressure and battery. Then start. Sometimes the CEL make take a while before it finally goes off. Once it doesnt come on again you should be fine.
