Default engine surging problem on Explorer

My mom's 03 Ford Explorer has been having a problem where the engine races at idle and while driving. Previously when it happened pressing on accelerator a few times would fix it, but now it doesnt.

While driving, it wont shift unless you really floor the throttle and even then it sometimes will not. Waiting on a CEL pull tommorrow.

It happened about a year ago minus the shifting problem, and her mechanic replaced the O2 sensor, I think thats what the check engine light said it was.

Any ideas what the problem might be? Do fords have a TPS sensor?
