Evap code p1456 only when tank 1/2 full or lower

Evap code p1456 only when tank 1/2 full or lower
Been getting this code for a while. Things I've tried:
New gas cap
New filler neck (had small leak where attaches to hose)
New two-way valve
New bypass solenoid
Been monitoring it with an elm327 iPhone obd2 reader. Shows evap test passes until gas tank is half full or lower then the code throws again.
Could there be another small leak that the system only sees when under a greater vacuum?
