Fluctuating Idle - have ran out of ideas. P0505 Code.

Fluctuating Idle - have ran out of ideas. P0505 Code.
2001 Civic EX 1.7L D17A2, 164,000km.
1. When I turn the car on, it idles fine.
2. If I press the gas, it starts fluctuating up and down and won't stop until I turn car off.
3. I attached a before and after picture of the readings from my OBDII program.
I have replaced the following:
* New Idle Air Control Motor (IACM) (still get P0505 Code)
* MAP Sensor (Manifold Air Pressure)
* Wiped sides of throttle body with carb cleaner
* Replaced a sensor to the left of the MAP sensor
* Filled up and Burped the coolant
* Checked for vacuum leaks by removing hoses and seeing if anything happens when removed, or when plugged
* New spark plugs
Troubleshooting
* When car is fluctuating idling, I can plug the hole to the IACM in the throttle body with my fingers for a few moments and the car idles normally until gas is pressed again
* There doesn't seem to be any leaks in hoses. If I cover the throttle body with my palm, the car will shut off due to lack of air, so it's not coming in somewhere else
* When I unplug the MAP Sensor, the car will idle nicely, but I can't rev it past 3500RPM and I immediately get a Check Engine Light
* Removed EGR Valve and sprayed with carb cleaner. It was very dirty. Not sure how to clean or test to see if it's working though....)
Could an O2 sensor do this? The readings seem very low on the 2nd bank O2 sensor.
Any ideas?
