I checked the car out today and I still can't figure out what it is. I have tried to jump out the 1, 3, and 7 terminals and the car will still not start. I have 1 source of positive voltage at the harness all the time which is terminal 1. When I turn the key to on, terminal 5 has voltage. And when I turn the key to start I have voltage I think at 6. I have ohmed out the relay according to the instructions on that webpage and it ohmed out fine. I don't think it is the ignition switch due to me getting power at 6 when I turn it to start. Could it possible be the ecu?
didn't know there was an ohm out for the relay. was that in that link that i posted.
when working on a VW long ago, there were 2 terminals in the relay socket to short. had to make a shorter to do the job.
short those 2 and turn the key on and if the fuel pumps works, then the relay is defective.
dont know with this more complicated relay if that can be done.

i would get a new relay.
i re-soldered mine - but it (the web site) does not recommend that.
