Fuel Filter Location and RPM cut out

Default Fuel Filter Location and RPM cut out

I just bought a 2002 Honda Civic EX and need a little help on where the fuel filter location is? Ive checkd on the firewall on the passenger side and its no where to be found! I need some help. Also my car rpm's cut out at 4k and cannot figure out why. I cleaned the carb due to idle was sticking and solved that problem and when i manually reved up the motor once it reached 4k it wouldnt exceed that help me please!!

I haven't looked at a manual for the 02's, but its possible that their fuel filter is not serviceable, or located in the fuel pump itself. Not sure if honda's rolling that way, but I know alot of american cars are like that.

My dodge had a non-serviceable fuel filter, it was a 200.00 fix if you wanted to replace it.
