Default Fuel Pressure regulator

I was talking to my engine builder today trying to figure out how I was gonna tune my LS/Vtec build. He brought up simply using an adjustable FPR and tuning it myself by running it and checking the plugs and adjusting accordingly until I get it right. This would work right considering the ECU adjusts the fuel rate accordingly with the O2 sensor input all the way up to WOT. Right? Then at WOT my FPR tuning would kick in keeping it from running lean. Sound reliable? yay or nay?

Well I need a way to pass emmissions to and if I convert to obdI I won't pass. So im still tossin ideas around.
